  • NQF Level 7 in Corporate Governance / Public Administration/ Business Administration or equivalent qualification as recognised by SAQA . Successful completion of the certificate for entry into Senior Management Service (SMS) endorsed by the National School of Government available as an online course on www.thensg.gov.za. 5- 8 years’ experience in the related environment, 5 years’ experience in the middle management (Deputy Director). Code 8/10

Duties :

  • • Assess Agency strategies, plans and programmes • Provide inputs to ensure alignment between GDED Agencies strategies, plans and programmes with Provincial and DED strategies, plans and programmes • Secure the approval of Agencies plans • Develop strategies and materials for monitoring and evaluation of Agencies • Develop a reporting profile for DED Agencies • Source, collate, compile and analyze all relevant performance requirements of DED Agencies against and performance • Provide a report on the status of performance challenges and corrective measures as well as any successes of DED Agencies • Collate, compile and analyse all relevant corporate governance requirements for GDED from a legislation, regulation and policy perspective • Develop a Governance and Compliance profile for GDED • Evaluate the status of Governance at GDED, challenges and any successes that could be used as leverage into the implementation of Governance requirements • Conduct a needs analysis for capacity building GDED on Corporate Governance • Develop strategies and materials for capacity building internal stakeholders on Corporate Governance • Consult, get approval and implement capacity building strategies • Engage different branches and Agencies of GDED to determine Governance and Compliance gaps and associated risks • Develop quick win solutions to facilitate quick restoration of compliance • Conduct ongoing audits and capacity building initiatives to ensure that Governance is entrenched in the day-to-day execution of GDED business • Consolidate and analyze GPG and national requirement for Corporate Governance and Agency performance reporting requirements • Design and develop monitoring and evaluation framework, ensuring integration with GDED institutionalized frameworks • Consult on framework and get approval for implementation • Define budgetary requirements for the client relations management directorate function as per guidelines and the PFMA requirements. • Get approval through the chief directorate Liquor affairs and governance structures. • Execute and report as per approvals • Define employee needs of the function. • Recruit, appoint, and develop employees. • Performance manages, reward and discipline employees

Duties :

  • • Coordinate and manage all relevant documents needed for appointment. • Process all employees’ appointments and contract workers. • Process all Interns and Learners appointments. • Prepare and process all the documents for employee’s transfer. • Manage relocations, secondments, and movements of officials from one component to another. • Confirm all processes updated on PERSAL • Compile, request, and quality assure PERSAL reports. • Prepare and process office allowances for employees in the office of the MEC and HOD. • Facilitate and confirm all payment of acting allowances on PERSAL for employees who are appointed to act. • Facilitate the payment of pay progression and performance bonus of qualifying employees to GDF for payment. • Facilitate the adjustment of employee’s salaries and process all backdated payments. • Compile and implement documents for interdepartmental debts. • Facilitate the implementation of long service awards. • Coordinate the administration of service benefits. • Advise employees on their employment benefits. • Coordinate the Provision of Homeowner’s Allowance. • Manage leave administration and reconciliation. • Capture manual leave forms on Sap backend system • Assist with leave errors detected on ESS • Administrate PILIR in line with contract specifications. • Check Medical Aid documents received and submit to E-GOV for implementation. • Terminate employees through automative termination system or manually through HR21. • Prepare and process all the documents for Pension funds. • Process leave gratuity • Facilitate all termination processes • Assist in preparing presentations. • Assist in writing memos for internal communication. • Management of Human Resources records • Handle queries with internal staff, public, departments and other stakeholders. • Handle adhoc duties, garnishee orders, IRP5 requests,payslips requests, union membership application and change of banking details • Assign tasks to supervise staff (admin clerk, interns, and learners). • Conduct performance reviews on supervised staff (admin clerk, interns, and learners). • Train and discipline staff (admin clerk, interns, and learners) • Implement probation reports • Coordinate online payroll certification, create pay points and online workflow

Benchmark against best practice manufacturing sector strategies, policies and common practices. Benchmark against new initiatives within the manufacturing sector. Display a clear understanding of industrial policy and its implementation. Display a clear understanding of manufacturing and its role in industrial development. Possess the ability to identify key interventions to ensure industrialisation, inclusive growth and township development. Review existing programmes to accelerate growth and job creation within the manufacturing sector
